AWS Systems Manager offers some features for free under the AWS Free Tier. Explorer is free with limits, while OpsCenter charges based on OpsItems created per month and number of API calls. Incident Manager has fees based on active response plans monthly and additional SMS or Voice messages after the first 100. AppConfig charges for each configuration data request. Regular Parameters Store parameters are free, advanced ones cost $0.05 each, plus API interaction costs.
